#2. Clear Steam Download Cache

libswscale-3.dll
and
steamui.dll
in this folder, remember to completely exit Steam under the Taskbar before you can delete it!
Finally, you just need to reopen Steam and this software will replace the files you just deleted with the original files downloaded from Steam’s servers and the error will be fixed.
If it still doesn’t work, then the error is not caused by these two files, please go to the next method.
#4. Re-edit the Steam Shortcut
Continue right-clicking on the Steam icon on the Desktop => then select

Beta is a test version of the application, not a complete version, so there will be more errors than usual, and if you are using the Steam Beta version, it is easy to encounter this error.

C:\Program Files (x86)\Steam\Steamapps
(with Windows 64bit) => then copy those heavy games to another folder, when you finish installing Steam, copy them back to
